The worst offenders, in terms of total plastic pollution in the ocean, belong to middle-income countries with rapidlygrowing coastal populations that lack the resources to keep pace with waste management infrastructure. What's even worse is just how much the study projects these numbers will grow in the future, based on predictions of population growth in each country by 2025.
