Pune Most Liveable City In India. New Delhi Ranks At...65 In Ease Of Living Index By Ministry Of Housing and Urban Affairs

Pune, Navi Mumbai and Greater Mumbai from Maharashtra were ranked India's three most livable places on the government's inaugural 'Ease of Living Index', where the national capital came at 65th place out of total 111 cities.

Rampur in Uttar Pradesh figured at the bottom of the livability index released by the Housing and Urban Affairs Ministry. Chennai has been ranked 14th, while Kolkata did not participate in the survey. Kohima (Nagaland) and Patna (Bihar) were also placed in the bottom-three.

In the top-ten, the three cities from Maharashtra were followed by Tirupati, Chandigarh, Thane, Raipur, Indore, Vijayawada and Bhopal.

Varanasi is at 33rd place, Ahmedabad at 23rd and Hyderabad at 27th.

This is the first-ever exercise undertaken by the ministry to rank the country's major cities on the basis of four parameters of ease of living - governance, social, economic and physical infrastructure.

The ministry said evaluation of cities has been done on a 100-point scale across 78 indicators - institutional and social pillars carried 25 points each, 5 points were given for economic pillar and 45 points for the physical pillar.

Releasing the index, Housing and Urban Affairs Minister Hardeep Singh Puri said this assessment is first of its kind globally in terms of scale and coverage and the ranking marks a shift to a data-driven approach to urban planning and management and promotes healthy competition among cities.

No city from Uttar Pradesh or Tamil Nadu figured in the top-ten.

While Rampur is ranked the lowest, those in the bottom-ten also include Kohima, Patna, Bihar Sharif, Bhagalpur, Itanagar, Pasighat, Kavaratti, Saharanpur and Silvassa.

Srinagar is ranked 100th, Jammu at 95th, Panaji 90th, Aligarh 86th, Gurugram at 88th and Meerut is 101st. Ghaziabad is ranked 46th and Rai Bareli is at 49th.

After the ten most livable cities, Karim Nagar (Telangana) has been ranked 11th, followed by Tiruchirappalli, Bilaspur, Channai, Jabalpur, Amravati, Visakhapatnam, Bhubaneswar, Surat, Vasai-Virar city, Nashik, Solarpur, Ahmedabad, Ujjain, Coimbatore, Erode, Hyderabad, Madurai, Tiruppur, Jainpur, Nagpur and Gwalior among others.

Safety: Sagar safest city, Patna least

Sagar in Madhya Pradesh is the safest city while Patna is the most unsafe among the 111 cities ranked on “ease of living” parameters. Safety and security was one of the indicators for the ranking, which was released on Monday.

In this ranking, number of CCTV cameras installed in the city per unit of road length, number of recorded crimes per lakh population and the extent of crimes recorded against women were included as indicators to arrive at how safe the cities are. It also included crimes against children and the elderly per year.

According to the report, Ranchi, Faridabad, Bengaluru, Kochi, Vadodara and Varanasi ranked above 100 in the safety and security parameters. Interestingly, Delhi ended at 66 and all the cities in the National Capital Region ranked badly. Even Pune and Greater Mumbai were ranked at 25 and 35 among all the cities covered under this category.

The ‘ease of living’ ranking was done based on specific data cities furnished, a third-party survey and direct feedback from around 60,000 citizens. The rankings were announced by urban affairs minister Hardeep Singh Puri, saying this was the first attempt to “empirically capture ease of living”, which the states need to provide to citizens.

The government said Delhi did well on counts of availability of public transport and green spaces, student enrolment and smart metering system. But it slipped in areas such as health, air and noise pollution, power supply, safety and security, inclusive housing and solid and liquid waste management.

In fact, on five parameters — economy, health, mixed land use and compactness, power supply and pollution — Delhi ranks below 100 among the cities.

Gurgaon fared badly on all parameters except availability of public open spaces and reduced pollution. It performed poorly on education, safety and security, water supply, mixed land use and institutional framework.

Similarly, Ghaziabad fared better in housing and inclusiveness and public open spaces, but scored badly in education, safety and security, power supply and social aspects.

Faridabad emerged the worst among NCR cities on safety and security, solid waste management and economic aspects. Noida was not ranked as it was not part of the survey.

Bengaluru tops list of cities in ease of living, Shimla best among small cities

NEW DELHI: Bengaluru has emerged as the best city on ease of living parameters among 49 million-plus cities in 2020, pushing the earlier top ranker Pune to number two.

Among 62 cities having less than one million population, Shimla has topped the list followed by Bhubaneswar, according to the Union housing and urban development ministry.

Unlike the first ease of living index (EoLI) report of 2018, the latest ranking of cities in 2020 has put 111 cities in two categories, million-plus and cities having population less than a million.

The report was released by Union housing and urban affairs minister Hardeep Singh Puri. The assessment exercise was carried out last year just before the lockdown. No city has been included from West Bengal because of “data challenge”, the report said.

According to the report, Ahmedabad, Chennai, Surat, Navi Mumbai, Coimbatore, Vadodara, Indore and Greater Mumbai are the other eight cities that have found place in the top 10 among the million-plus cities in the EoLI.

While Delhi ranks at 13, its neighbouring Ghaziabad and Faridabad have found a place at 30 and 40 respectively. The other NCR city of Meerut ranked at 36.


Similarly, in the less than million category, Silvassa, Kakinada, Salem, Vellore, Gandhinagar, Gurugram, Davangere, and Tiruchirappalli have made it to the top 10 list.

The EoLI is an assessment tool that evaluates the quality of life and the impact of various initiatives for urban development. It provides a comprehensive understanding of participating cities based on quality of life, economic-ability of a city, and its sustainability and resilience.

The assessment also incorporates the residents’ view on the services provided by city administration through a citizen perception survey.

Bhubaneswar ranked top in the list on the people feeling satisfied with the local administration.

The ministry said the pillar-wise scores help cities assess their level of development and identify existing gaps that obstruct their growth. This also promotes healthy competition through rankings and incentivises them to improve further and even emulate the best practices from their peer cities.

The EoLI has been carried out on four parameters of quality of life, economic ability, sustainability and citizen survey. The ‘Quality of Life’ covers aspects such as affordable housing, access to clean water, basic education, healthcare facilities, safety and security, and recreation avenues.

According to the report, Indian cities have achieved an average score of 53.5 in the EoLI on a scale of 0 to 100. It has also flagged the low national average scores on economic ability at 13.2. This means there is huge untapped potential in urban centres to turn them into hubs of economic growth and prosperity.

The report shows among all the 49 million-plus cities, Chennai, Coimbatore and Navi Mumbai rank as the first, second and third so far as the quality of life is concerned. In the economic ability pillar, the top rankers are Bengaluru, Delhi and Pune.

Among the 62 cities which have less than a million population, Panaji, Tumkuru and Vellore topped the list on the quality of life parameters while the textile city of Tirupur, Gurugram and Kochi were ranked at the top three cities on the economic activity parameters.
