India is fast urbanizing and this trend is fully visible in NCR. As per Census 2011, 31.2% of the total population lives in urban areas. NCR is even more urbanized with 62.5% of its total population living in urban areas. However, excluding NCT Delhi, NCR is less urbanized (27%).

The number of million-plus cities in India has increased more than four times over the last three decades from 12 in 1981 to 53 in 2011 (Table 1.1). Million-plus cities together have a population of 160.7 million and account for 43% of total urban population of the country. Out of 53 million-plus cities, four cities, namely, Delhi, Meerut, Ghaziabad and Faridabad are in the NCR and Gurgaon UA is on the verge of becoming a million plus city.

The National Capital Territory of Delhi, which had recorded an extraordinary growth of population during 1941-1951, nearly doubling its population, experienced an average decadal growth rate of above 50% since 1951 except in the decade 1991-2001 when it was about 47%. Growth rate has further declined to about 21% during 2001-2011. Growth of Population of NCT-Delhi since 1901 is given in Table 1.2.

In view of rapid growth of population in Delhi (90%) during 1941-51 due to influx of large number of refugees after Partition, an Interim General Plan for Delhi was prepared in 1956 stressing the need for


planning for Delhi in the regional context. Subsequently, the Master Plan for Delhi (MPD-1962) for the perspective year 1981 recognized the need for planning Delhi in the regional context. Taking cognizance of the recommendations of the draft Master Plan for Delhi, the Government of India set up a High Powered Board in 1961 under the chairmanship of the Union Home Minister. In 1973, the Board was reconstituted under the chairmanship of the Union Minister of Works and Housing (now Ministry of Urban Development). The task of preparing a comprehensive Regional Plan was entrusted to the Town and Country Planning Organization (TCPO). TCPO prepared the Regional Plan-1981 for NCR in 1973, which was approved by the High Powered Board.

1.2 NCRPB ACT, 1985

In 1985, Parliament enacted the National Capital Region Planning Board Act with the concurrence of the constituent States of NCR, namely, Haryana, Uttar Pradesh & Rajasthan "to provide for the constitution of a Planning Board for the preparation of a plan for the development of the National Capital Region and for coordinating and monitoring the implementation of such plan and for evolving harmonised policies for the control of land uses and development of infrastructure in the National Capital Region so as to avoid any haphazard development of Region and for matters connected therewith or incidental thereto" (refer Annexure 1/I for the constitution of NCR Planning Board and Planning Committee).

The NCR Planning Board Act, 1985 lists out the functions of the NCR Planning Board under Section 7 as under:

a) to prepare the Regional Plan and the Functional Plans;

b) to arrange for the preparation of Sub-Regional Plans and Project Plans by each of the participating States and the Union territory;

c) to co-ordinate the enforcement and implementation of the Regional Plan, Functional Plans,

1.3 CONSTITUENT AREAS

As defined in the Schedule {Section 2 (f)} of the Act, 1985 and the subsequent notifications dated 14.03.1986 and 23.08.2004, the National Capital Region covers an area of 34,144 sq. km comprising entire NCT-Delhi, nine districts of Haryana (13,428 sq. km.), six districts of Uttar Pradesh (10,853 sq.km.) and one district of Rajasthan (8,380 sq.km.). The details have been elaborated in Para 2.1 of Chapter-2.

[edit] IMPORTANT DEVELOPMENT TRENDS

1.5.1 Population Trends in Delhi

Population trends in National Capital Territory of Delhi in the last six decades indicate that the growth rate has gone down from 53% during 1951-61 to 21.2% during 2001-11. A drastic reduction in Delhi’s decadal growth rate has taken place from 47% (1991-2001) to 21.2% (2001-11). In absolute numbers, also growth of population of Delhi declined from 44.3 lakhs (1991-2001) to 29 lakhs in 2001-11 as depicted in Figure 1.1.

It is noted that during 1991-2001, the in-migration including inter-district migration to rest of NCR was 24.55 lakh and to Delhi it was 22.22 lakh. Number of out-migrants from Delhi increased from 2.82 lakh in the decade 1981-91 to 4.58 lakh in 1991-2001. Percentage share of net-migrants in the decadal growth of population of NCT-Delhi also declined from 45.06% in 1961-1971 to 39.82% in 1991-2001. Figure 1.2 depicts the trend of migration. Census data on migration for 2001-2011 is still awaited.

1.5.3 Funding from NCR Planning Board

Board provides financial assistance to the State Governments and implementing agencies for implementation of development projects through long term soft loan/low interest rate up to 75% of the estimated cost. As on 31st March, 2013, the Board has provided financial assistance to 277 infrastructure development projects with an estimated cost of Rs. 18994 crore, out of which an amount of Rs. 8704 crore has been sanctioned as loan. The Board has released a loan amount of Rs. 6464 crore till March, 2013. Of the 277 projects financed by the Board, 188 projects have been reported completed and 89 are at various stages of implementation. Projects in sectors like water supply, sewerage & sewage treatment, transport, power, etc. have been financed. The sector-wise summary of projects approved indicating estimated project cost and loan sanctioned is graphically presented in Figures 1.3 and 1.4 respectively.

1.5.4 Reciprocal Common Transport Agreement

Board pursued with its constituent States signing of Reciprocal Common Transport Agreement for unrestricted/seamless travel in NCR. The Reciprocal Common Transport Agreement related to Contract Carriage was signed on 14.10.2008 and was notified by the constituent States of NCR. It helps in the seamless movement of Auto-rickshaws and Taxis within NCR without any additional passenger tax. Contract Carriage buses can also ply within NCR under this Agreement. The other Reciprocal Common Transport Agreement related to Stage Carriage was signed on 22.04.10 and all the participating States have notified the same for implementation. As a result of this Agreement, more than 12,000 NCR taxis and 7500 NCR buses have started plying in NCR seamlessly.

[edit] FUNCTIONS OF THE NCR PLANNING BOARD

Under Section 7 of the NCR Planning Board Act, 1985, the functions of the Board are:

(a) to prepare the Regional Plan and the Functional Plans;

(b) to arrange for the preparation of Sub-Regional Plans and Project Plans by each of the participating States and the Union Territory;

(c) to coordinate the enforcement and implementation of the Regional Plan, Functional Plans, Sub-Regional Plans and Project Plans through the participating States and the Union Territory;

(d) to ensure proper and systematic programming by the participating States and the Union Territory in regard to project formulation, determination of priorities in the National Capital Region or Sub-regions and phasing of development of the National Capital Region in accordance with stages indicated in the Regional Plan ;

(e) to arrange for and oversee the financing of selected development projects in the National Capital Region through Central and State Plan funds and other sources of revenue.

The Board, under the provisions of the Section 4 of NCR Planning Board Act, 1985, constituted a committee called the Planning committee for assisting the Board in the discharge of its functions. The composition is as under:
