2014-15: Swachh Bharat Rankings

Mysore tops Swachh Bharat rankings for 476 cities ; 4 cities from Karnataka in top 10 West Bengal does well with 25 cities in top 100 ; 39 cities from South in top 100;

12 from North 74 cities from North in bottom 100; 21 from East; 3 from West and 2 from South Delhi Cantonment ranked 15; NDMC -16 and MCD at 398

Mysore city in Karnataka has topped the Swachh Bharat Rankings of 476 cities in the country with three more from the State figuring in the top 10. West Bengal does well with 25 cities/towns from the State finding a place in the top 100 cities. These rankings are based on the extent of open defecation and solid waste management practices in these cities. The city of Mysore leads the cities with minimal open defecation and extensive adoption of solid waste management practices.

39 cities from the Southern states are among the top 100 followed by 27 from the East, 15 from the West, 12 from the North and 7 from the North-Eastern States.

15 of the 27 capital cities surveyed figured among the top 100 performers while five were ranked beyond 300. Bengaluru leads the list of capitals at 7th rank while Patna came at the bottom at 429.

Among the bottom 100 cities, 74 are from the North, 21 from the East, 3 from the West and 2 from the South. The top 10 ranked cities being : Mysore, Thiruchirapalli (Tamil Nadu), Navi Mumbai, Kochi (Kerala), Hassan, Mandya and Bengaluru from Karnataka, Thiruvananthapuram (Kerala), Halisahar (West Bengal) and Gangtok (Sikkim) in that order.

Damoh (Madhya Pradesh) came at the bottom of 476, preceded by Bhind(MP), Palwal and Bhiwani, both in Haryana, Chittaurgarh (Rajasthan), Bulandshahar (UP), Neemuch (MP), Rewari(Haryana), Hindaun (Rajasthan) and Sambalpur in Odisha at 467th rank.

All the 476 Class-1 cities in 31 States and Union Territories, each with a population of above one lakh were surveyed for assessing total sanitation practices covering a set of parameters including the extent of open defecation, solid waste management, septage management, waste water treatment, drinking water quality, surface water quality of water bodies and mortality due to water born diseases etc.

The survey conducted during 2014-15 was commissioned by the Ministry of Urban Development as required under the National Sanitation Policy of 2008.

Since the Swachh Bharat Mission is being implemented in urban areas with focus on construction of individual household, community and public toilets to eradicate open defecation and ensure door-to-door collection and disposal of municipal solid waste, all the 476 Class-1 cities have been ranked based on the data pertaining to these elements from out of the date generated in the survey. This helps in assessing the present situation in these cities so that they can undertake necessary interventions to meet Swachh Bharat Mission targets in urban areas.

Over all sanitation rankings of these cities based on a total of 100 marks assigned to different parameters covering all aspects would be announced later. The Swachh Bharat rankings are based on a total of 42 marks including 20 for open defecation indicators and 22 for solid waste management indicators.

Mysuru has emerged as the cleanest city among all million plus and capital cities while Dhanbad in Jharkhand has been ranked the worst. These are findings of the first ever cleanliness ranking of cities since Swachh Bharat Mission was launched in October 2014.

Mandi cleanest district in India

Mandi in Himachal Pradesh is the cleanest district followed by Sindhudurg in Maharashtra, according to the firstever survey of rural areas among 75 short-listed districts across the country . The survey was conducted by Quality Council of India (QCI) on behalf of the sanitation ministry covering nearly 70,000 household across 2,530 villages. It was released by drinking water and sanitation minister Narendra Singh Tomar on Thursday . The report has ranked districts under two categories ­ districts in north-east and hill states and districts in plains.

However, in the overall score of all the 75 districts Mandi got 98.4 out of 100 marks while Sindhudurg got a score of 96.8. Interestingly, while nine out of top 10 districts in the hill states are from Hima chal Pradesh and Sikkim, in plain areas, eight of the top ranking 10 are from Maha rashtra and Bengal. Gurgaon ranked 40 among the 53 districts in the plain areas.

The three-month-long survey and ranking was done based on four indicators ­ percentage of households having access to safe toilets and using them, percentage of household having no litter around, cleanliness around public places and households having no stagnant water around.

The survey report shows while toilet coverage is better and there is negligible littering around individual houses, litter was found in more than 50% of public places surveyed both in hill and other districts.Littering in public places is a major issue not just in rural but urban areas as well.

“We covered most aspects of Swachh Bharat mission and not just availability and usage of toilets.We also found how usage of safe toilets is over 90%, which is encouraging,“ sanitation secretary Parameswaran Iyer said.

Tomar said the intention behind making this survey report public is to have greater competition among states and districts to make them cleaner.

The sanitation ministry also released the ranking of 26 states based on the survey done by NSSO last year, which took into account percentage of households having sanitary toilets and using them. While Sikkim topped the list, Jharkhand came last in the ranking.

According to the latest data of sanitation ministry , Gujarat has improved its performance to enter the list of top 10 states as far as coverage of toilets is concerned. It ranked number 14 in NSSO survey .Similarly , Himachal Pradesh, Haryana and Uttarakhand have also improved their performance.

On the other hand, rankings of Odisha and Bihar have worsened and they are in the bottom of the list of 31 states and Union Territories.
