-What was set up as a pilot project to test how waste water from Barapullah nullah could be treated is now generating almost 1,000 litres per day for the capital. This could increase water production to 1 lakh litres per day in the next six months, say officials working on the project near Sun Dial Park at Sarai Kale Khan.

-Part of the Local Treatment of Urban Sewage Streams of Healthy Reuse (LOTUSHR) project, a multitude of agencies and local bodies including IIT Delhi, NEERI, TERI and DBT-ICT Centre for Energy Biosciences have been involved in the project, which is partnered by the Netherlands government.

-Officials say the specialised waste-treatment plant has proved to be extremely effective in cleaning water directly from the Barapullah drain, making it potable. The water is run through different technology phases with the sludge and solid separated through a filtration phase and catalytically thermo-liquified technology developed by ICT.

-Union environment and science and technology minister Dr Harshvardhan who inaugurated the project said the plant is capable of producing 1 lakh litres of clean water per day in the next six months during which biofuel can also be generated from the sludge. The minister was speaking recently at an event announcing plans for Yamuna Action Plan Phase-III.

-“We are already producing 1,000 litres per day of clean water from the Barapullah drain and this can be used for several purposes, be it for irrigation, in parks or daily use...the Barapullah nullah can be utilised to generate water for Delhi’s use,” said Vardhan.

		+	New Delhi : Only two drains — Metcalfe House and Khyber Pass — that met the Yamuna had the ideal biochemical oxygen demand (BOD) level in August, a study by the Delhi Pollution Control Committee (DPCC) has shown.
		+
		+	The ideal BOD level is 30mg/litre. The Khyber Pass drain recorded 30mg/l and the Metcalfe House drain recorded 28mg/l. DPCC analysed the water samples of 23 drains and released these figures.

		+	Higher BOD indicates more oxygen is required to break down organic material and signifies lower water quality.

		+	Chemical oxygen demand (COD) is the amount of dissol ved oxygen that should be present in the water to oxidise chemical organic material. The report shows that apart from BOD, some drains failed to comply with norms related to total suspended solids (TSS) and COD. Most of the 23 drains did not meet water quality parameters.
		+	DPCC collected water samples on August 3.

		+	The Shahdara drain was the most polluted with BOD levels of 53 mg/l. It was followed by Civil Mill drain, Indrapuri drain and Barapulla drain with BOD levels of 52, 51 and 50 mg/litres, respectively. The Najafgarh drain, one of the main polluters of the Yamuna, has shown some improvement as it recorded a BOD at 42 mg/l. It generally records more than 42mg/l.

		+	Bhim Singh Rawat, a Yamuna activist and associate coordinator of South Asia Network on Dams, Rivers and People (SANDRP), said: “In comparison to water samples collected in August last year, the water quality in drains this time has shown improvement. However, much needs to be done.”

		+	He said that DPCC “should publish dissolved oxygen (DO) levels and flow rates observed at the monitoring locations of drains in monthly reports. Apart from monitoring of water quality on scientific parameters, the body needs to monitor the river on some key biotic parameters like zooplankton, phytoplankton, algae, fish and crabs, which are more relatable to citizens and reveals more about the overall ecological heath of the river.”

		+	Rampant commercialisation has led to a situation where it is difficult to distinguish between an industrial area and a residential colony in many parts of the capital. Predicting the mess the city will face in future, Supreme Court had in MC Mehta case (2003) ordered a crackdown against all such industrial units, factories and workshops in residential areas in 2003. But 16 years after that judgement, the mess refuses to go away.

		+	Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) had in May 2018 handed over a list of 51,972 units running in nonconforming or residential areas to the three civic bodies but many of these continue to operate brazenly right under the nose of the authorities.
		+
		+	On Monday, a day after the devastating Anaj Mandi fire, TOI visited five such hotspots in east and north Delhi — Seelampur, Gandhi Nagar, Welcome, Regharpura and Beadonpura — and found each to be a ticking timebomb. There were factories running on each floor of residential houses, located in congested, dark and dingy lanes. Since the roads were too narrow to allow movement of vehicles, goods were carried in trolleys or labourers were loading or unloading them. Dangling power cables, poor ventilation and narrow staircases were openly inviting a tragedy like Anaj Mandi.

		+	But for the thousands of labourers working at the illegal stitching, jeans, shoe and spare part factories, besides gold workshops, these issues hardly matter. “Such an incident can happen any day, anywhere and anytime. When you need to earn a livelhood desperately, working conditions become secondary,” said Shambhu, a labourer working at a small jeans factory in Welcome area. “We belong to poor families and earn hand-to-mouth wages. I got to know about the Anaj Mandi incident from my friend but what can we do?”

		+	At Gandhi Market, shops were closed — Monday being the weekly holiday — but preparations were on for organising the weekly haat. A group of labourers, who probably live at their workplace, were seen avidly discussing the Anaj Mandi incident. Pradeep Kumar (name changed), who belongs to Bihar and works at a stitching unit, said people work in these factories for 12-14 hours a day. “This leaves us with no time to go anywhere and that’s why we prefer to stay here. On our weekly off too, we help others in loading and unloading goods. I take leave only when I go home or fall ill,” he said with a blank expression on his face.

		+	At Regharpura and Beadonpura, across the city, despite a number of illegal gold units — which use acid and unsafe furnaces — being sealed in the past by the north corporation, it was business as usual. These workshops are engaged in making ornaments which involves washing, cleaning and soldering. Shyam Prabhu, a vendor in the area, said that 90% of the migrant workers in these units are from West Bengal. “They live as well as work in the same buildings”

		+	While the master plan does not allow any commercial activity, factory or workshop in basements, TOI found many such units operating dangerously from basements and upper floors.

		+	According to one estimate, there are over 5000 units in the area which employ 20,000 workers. The TOI found open smelting units and use of flames with LPG cylinders in buildings that had no fire exit.
		+
		+	On condition of anonymity, one worker who is employed in lane no. 11, said conditions here are no better than Anaj Mandi. Workers sleep in the same five-storey buildings, cramped for space.
		+
		+	Last year, Beadonpura had witnessed four deaths when a fire started in an illegal cloth packaging unit which was operating out of a residential premise. The reason: A solvent used for laundering clothes had spilled on the floor accidentally.

		+	Till last month, the three corporations had found 11,972 units running in non-conforming residential areas. They sealed around 700 of these units while claiming that around 3600 unit owners have vacated voluntarily. Sources, however, said that the nexus between the factory department officials and owners of these units runs so deep that they are warned beforehand if an inspection is to happen. And when they shift, if at all, they just relocate to other areas.

		+	A factory owner here asks what initiative has been taken by the government all these years to provide employment and infrastructure for catering to the requirement of Delhiites. “Why are we blamed for running illegal factories every time there is an incident in the city? What else can we do? Has the government or municipality developed enough commercial areas where people can buy property at reasonable rates?” he asked.

		+	North corporation standing committee chairman Jai Prakash said that instead of indulging in a blame game, it’s time to look for concrete solutions to this issue. “There are thousands of smallscale units running in the city and sealing them all without providing alternative sites is not practical. We have asked the Delhi govt to develop flatted factories at various places where such units can be shifted and we will extend all cooperation,” he added.

		+	After sensors, alarm systems and additional drains turned the notorious Minto Bridge this season into an example of success in dealing with waterlogging, the Public Works Department has initiated short-term and longterm action plans for six other similarly affected locations at Pul Prahladpur, Ring Road at Indraprastha Estate, Zakhira underpass, Loni Road, Jahangirpuri Delhi Metro station road near Azadpur and the Karala-Kanjhawala road.

A PWD official confirmed that a study of these locations had been carried out to determine a permanent solution, though short-term measures have been employed, including boosting the pumping capacity, live CCTV footage, alarm system and round-the-clock monitoring.

		+	Dilraj Kaur, PWD secretary, said, “After ensuring that Minto Bridge wasn’t flooded like it has been every rainy season for 50 years due to the area’s topography, we will replicate similar interventions at six major critical spots. 		+	At the perpetually inundated Pul Prahladpur underpass, for instance, the pumping capacity has been doubled from 450HP to 900HP. “This bowl-shaped underpass receives the runoff from the unauthorised colonies located in a 5-km radius. An additional sump well and new drains will be developed to permanently solve the problem here. Three side retention walls were built 10 days ago to channel the water during light-moderate rains,” official claimed.

		+	At Indraprastha Estate, opposite the WHO office, PWD has deployed four tractor-mounted pumps and five diesel pumps for temporary relief. A sump well with a capacity of 1.5 lakh litres and pumps with adequate discharge capacity will be constructed before the 2022 monsoon, according to the action plan.

		+	The space under the Zakhira flyover in west Delhi with its twin problems of heavy runoff from railway tracks and garbage from the neighbouring JJ colony also figures on the list of locations to be tackled. The PWD official revealed that the permanent solution will require the removal of the slum cluster and the rerouting and construction of stormwater drains from Anand Parbat industrial area upto the railway track. “Work here will require the involvement of Northern Railway and North Delhi Municipal Corporation,” the official said. A new pipeline is to be laid at the Loni Road roundabout and the drain system remodelled while providing a sump well on Karala-Kanjhawala road.

		+	Officials blamed July’s record rainfall for the frequent waterlogging this year. “Delhi's drainage system is built to cater to 50mm of rain, but July alone recorded two-thirds of the normal annual rainfall. There were complaints of waterlogging, but we resolved most of them in less than an hour,” the official stated. The PWD control room data said of the complaints, 308 were addressed in less than half an hour, 135 in 30 minutes to an hour, 118 in 1-2 hours and 192 took more than two hours.
