Ordinance bars ‘anti-national activity’ in UP private univs
Private universities in UP will have to give an undertaking at the time of getting approvals that they will “not be involved in any anti-national activity, will not allow such activity on its premises or will not let its name be used for any such activity. Any such act would be construed as violation of the rules of establishment, and the government can take action”.
The existing 27 private universities in the state have been given a year to promulgate the rules, according to the UP Private University Ordinance, 2019, passed by the state cabinet.
‘No honorary degree without govt approval’
The Uttar Pradesh Private University Ordinance, 2019, which will be presented in the Assembly in the session beginning from July 18, makes provisions for “inclusion of a sense of national integration, secularism, social equality and international harmony in the objectives of the universities.”
Among its other clauses, the ordinance states that “universities will not be allowed to bestow an honorary degree without prior approval of the state government. The appointment of vice-chancellor can also be done by the chancellor only after consultation with the governing body.”
It has been proposed in the ordinance that “land for the university cannot be sold, transferred or leased though it can be mortgaged to a bank or financial institution for establishment of the university.”
